Parents are the first and principal educators of their children (Gravissimum Educationis §3). Public policy should respect parental rights, honour the role of Catholic schools, and ensure that families of every income can choose the education that best forms their children in truth and virtue.
The family, founded on marriage between a man and a woman, is the first cell of society and the primary community in which human dignity is nourished (Catechism §2207-2211). Policies affecting parental rights, child welfare, and family formation are read through the family's irreplaceable role in forming persons and transmitting the faith.
The right to worship God according to conscience is the first of all rights and the foundation of every other freedom (Dignitatis Humanae §2). Believers and religious institutions must remain free to serve, hire, and speak in accord with the tenets of their faith — including in schools, hospitals, and charitable ministries.
